Short Term Rentals

Short term rentals are NOT allowed in any neighborhoods in River Oaks per the bylaws.  Short-term rentals like those on Airbnb, can negatively impact neighborhoods by increasing noise, traffic, and trash.

Here's a more detailed look at the potential downsides:
1. Noise and Disruptions:
  • Short-term rental guests may be more inclined to be disruptive, especially in the evenings and on weekends, leading to noise complaints from neighbors.
  • There's no readily available person or system, like a front desk, to address noise issues immediately, making it harder for residents to get complaints resolved.
2. Traffic and Parking Issues: 
  • Short-term rentals can lead to increased traffic and parking congestion, especially in areas with limited parking.
  • Guests may be less familiar with local parking regulations, leading to issues like street parking.
3. Increased Trash and Litter:.
  • Guests may not be as mindful of local trash regulations, leading to increased trash and litter, which can be unsightly and impact neighborhood cleanliness.
4. Impact on Neighborhood Character: 
  • The influx of short-term rental guests can alter the character of a neighborhood, potentially turning it into a more tourist-oriented or party-centric environment.
  • This can lead to a feeling of displacement for long-term residents who may feel their neighborhood is changing in a way they don't prefer.


AT&T Upgrades

We have been notified by AT&T (March 11, 2025) that they will be coming through the neighborhood to upgrade.  Please see the below information provided:

AT&T has a project planned to upgrade their existing facilities in RIVER OAKS HOA, INC.  SEE MAP ATTACHED SHOWING THE STREETS THAT WILL BE UPGRADED. The upgrades will upgrade the existing outdated facilities with new state of the art communications facilities allowing for higher internet speeds and more features for residents.  No existing service will be disturbed.  The project will require digging and boring, so it is important that the community and board be informed of the upgrade as a courtesy.     All restoration is guaranteed by AT&T.  Attached is a letter to the community with a list of frequently asked questions I believe may be helpful to explain what AT&T will be doing along with a power point showing what it looks like when they are doing the upgrade in pictures and methods of placement.  Door hangers will be placed on resident's doors prior to construction.  The door hanger will have the name and contact information for the construction company should any restoration be required.
 
The project is scheduled to start approximately over the next 2-4 months, possibly sooner.  AT&T will be ordering locates and placing door hangers prior to construction.  Please contact me with any questions you may have.  I will be happy to assist with any concerns you have during the project.

ROHA Meetings

ROHA Board Meeting is scheduled for Monday, 12 May 2025, at 7:00 at Christ Community Lutheran Church, 8315 Dorchester Road.  All are welcome.  If you'd like to speak, please reach out to [email protected].  

ROHA General Meeting will be scheduled in the October/November timeframe.​

Budget Approved

The Budget for 2025 has been approved through votes during the November General meeting and proxies received.  Budgets can be found on the https://www.riveroaksnorthcharleston.com/annual-budgets.html website.

Weekly North Charleston PD statistics

Crime statistics for Marsh Side (the only ROHA neighborhood in the city of North Charleston) and other neighborhoods protected by the city of North Charleston Police Department, Charleston County, City of Charleston, city of Summerville, etc., can be found at this site - https://communitycrimemap.com/. Dorchester County Sheriff's Department doesn't submit their statistics regularly but this is a great resource to see what activities occur in our surrounding neighborhoods. Click on the help icon (question mark) in the upper right corner of the screen for assistance with using the site.  If you're interested in individual North Charleston neighborhood crime statistics, the board is occasionally provided with a listing from the City of North Charleston - which only includes crime statistics from Marsh Side in River Oaks.  Send an email to [email protected] and the files will be sent to your email.

The following information was provided by North Charleston PD to District 9 Representative - Kenneth Skipper.  Neighbors in Marsh Side are represented by Mr. Skipper.  The rest of the River Oaks neighborhoods are represented by District 3 Representative - Ms. Rita May Ranck (843) 955-9708   RMRanck@DorchesterCountySC.gov.  This information is good to know for all neighborhoods - Lock it or lose it.

From NCPD:  Breaking and Entering to motor vehicles. Most are left unsecured, and with firearms, electronics, purses left inside. During the course of the night roaming packs are going into the neighborhood and pulling door handles. If it is locked most are just moving on the next car. I can’t stress the importance of locking your car and removing valuables.  After these criminals come a few times and find all cars locked we are seeing the crimes reduced. “If there is nothing to steal, they will go somewhere else”.

News

Dues are $125 per year, per home and are due on Jan 31 each year. A late fee of $50.00 will be added for each year that dues are delinquent.  Delinquent is defined as dues not received prior to the end of the third month of billing for a given year.  Dorchester Real Estate Services also accepts credit card payments by telephone. There is a convenience fee of 3.5% added to the payment amount.  Questions? Contact us.
